Role
We are hiring a Head of Public Policy and Government Affairs. You will own policy strategy and government engagement end-to-end, represent Andalusia Labs with regulators and lawmakers, and help build the function from zero. You will craft clear policy positions, lead advocacy, and help shape market structure for programmable, onchain economies.

Responsibilities

  • Set the policy strategy that advances company goals across market structure, tokenization, custody, stablecoins, payments, KYC and AML, consumer protection, and security
  • Lead engagement with federal and state stakeholders, including Congress, the White House and Treasury, FinCEN, the SEC, CFTC, Federal Reserve, OCC, CFPB, state regulators such as NYDFS, and key state legislatures
  • Drive rulemaking and legislation workstreams, including comment letters, testimony, technical briefings, redlines, and model policy
  • Build trusted relationships with policymakers, staff, and industry groups, and lead coalitions with peers, nonprofits, standards bodies, and academia
  • Develop clear positions and narratives that translate complex technical concepts into practical policy solutions for nontechnical audiences
  • Track and prioritize the policy calendar, including hearings, markups, RFI and NPRM deadlines, and committee agendas, and brief executives on risks and opportunities
  • Partner with Legal and Compliance on licensing, lobbying registration and reporting, and ethics guidelines, and maintain high standards of transparency
  • Collaborate with Product, Engineering, Security, and Research to ensure new launches and features anticipate regulatory expectations
  • Establish metrics, reporting, and dashboards for policy outcomes, relationship health, and execution quality
  • Build and lead a small, high-impact team over time, and select external counsel and advisors where useful
  • Represent Andalusia Labs at hearings, roundtables, conferences, and working groups, and serve as a credible public voice on programmable GDP and market infrastructure

Requirements

  • BA/BS required, JD, MPP, MPA, or relevant advanced degree preferred
  • 10+ years in public policy or government affairs in fintech, financial services, crypto, or a closely regulated technology domain
  • Deep knowledge of the U.S. regulatory landscape, including the SEC, CFTC, Treasury and FinCEN, Federal Reserve, OCC, CFPB, and state regimes such as money transmission and NYDFS BitLicense
  • Proven track record drafting and landing comment letters, testimony, briefings, and legislative language, and driving outcomes through coalitions and direct engagement
  • Strong relationships with Hill offices, agencies, or state regulators, with a reputation for credibility and follow-through
  • Excellent writing and presentation skills, with the ability to translate technical systems into clear policy proposals
  • High judgment, integrity, and discretion, with calm execution under pressure
  • Builder mindset and willingness to operate as an individual contributor while you scale the function

Bonus

  • Experience inside government, such as Capitol Hill, Treasury, the SEC, the CFTC, the Federal Reserve System, the OCC, the CFPB, a state regulator, or an Attorney General’s office
  • Experience at a high-growth technology or fintech company, or at a leading trade association or think tank
  • Familiarity with international frameworks such as MiCA, UK FCA regimes, FATF guidance, MAS, or IOSCO
  • Comfort with cryptography, zero-knowledge systems, TEEs, privacy, and security topics
